AFFECT Grants
Multiple CEG projects have received AFFECT grants to support energy efficiency measures, renewable energy technologies, electrification solutions, load management strategies, and resilience enhancements.

Federal Executive Institute, Charlottesville, VA: The U.S. Office of Personnel Management (OPM) plans to transform the highly visible Federal Executive Institute (FEI) site in Charlottesville, Virginia, into a net-zero campus with on-site solar PV and hands-on sustainability training for federal executives.
HQ Data Center, Washington, DC: This project will provide comprehensive data center upgrades, achieving load management and adding hot aisle containment, air-cooled computer room air conditioners, and energy recovery ventilators. The project also includes resilience enhancements, solar PV replacement, cooling tower upgrades, and retro-commissioning measures.

NREL plans to install a hydrogen fuel cell and expand other ECMs to enhance resilience, decarbonization, and Smart Labs upgrades. The ECMs provide carbon-free backup and enable microgrid control system expansion, interconnecting additional buildings, solar PV, EV chargers, and a larger battery, multiplying savings by 20 and reinforcing energy security.

This project will introduce two new resilience ECMs: natural gas fuel cells and battery energy storage systems (BESS). This will (1) enhance site sustainability by displacing less efficient and less clean sources of energy, resulting in significant reduction in emissions, (2) improve resilience by freeing up natural gas generator capacity, reducing runtime, and expanding maintenance intervals, and (3) increase energy security by decreasing reliance on external utility sources.

NIWC Atlantic's project will provide a comprehensive approach to enhancing its climate change adaptation-resilience posture and energy efficiency across eight NIWC Atlantic sites.

Project 1: The grant supports an expanded set of ECMs including controls upgrades, data center improvements, and lighting retrofits at a mission-critical federal facility.
Project 2: The grant supports a near-net zero, comprehensive energy efficiency and resilience project that can power up to 30 days of off-grid operation in the event of utility power disruption, demonstrating climate change adaptation-resilience and granting the ability to ensure continuity of mission-critical activities at a federal site.
