Financing

CEG can arrange for financing and takes advantage of incentives and other applicable energy efficiency financing programs to offset the project costs as much as possible. If desired, building owners can typically choose whether to pay for the project over time out of the realized financial savings, in order to eliminate upfront costs.

Local Building Energy and Emissions Compliance Laws

DC Energy Performance Standards (BEPS)

Important Dates

April 1, 2023 - Select compliance pathway January 1, 2026 - Installation complete and prepared to prove performance

On January 1st, 2021, DC established building energy performance standards (BEPS). Under these standards, private buildings larger than 50,000 SF with an EnergyStar score lower than required under the program, entered into a 5-year compliance cycle. Building owners must choose one of four pathways: performance pathway, standard target pathway, prescriptive pathway, or an alternative compliance pathway, in order to meet the target by the end of the cycle. Building owners have until April 1, 2023 to select a compliance pathway, and need to complete upgrades and prove BEPS compliance from January 1, 2026 through December 31, 2026 or complete all prescriptive pathway steps and reports by April 1, 2026. Enforcement/fines will begin shortly thereafter for non-compliant properties, with fines of up to $10/SF.

NYC Local Law 97 (LL97)

In May 2019, the City of New York enacted Local Law 97 (LL97), a building emissions law that sets emissions intensity limits (metric tons CO2e per SF) for buildings larger than 25,000 SF in 10 different categories. Limits are set for 2024 and 2030, and subsequent reductions will be required over time, allowing the city to meet its CO2 reduction goal. Buildings must reduce their greenhouse gas emissions to below the caps by those years, or pay fines of $268 per metric ton CO2e over the limit. The first compliance report will be due May 1st, 2025, and then every May thereafter.
