Project Overview
In 2022, CEG completed a $45.7 MM project at the Internal Revenue Service located in Brookhaven, NY. Built in the 1970s and at 542k SF it houses about 3,000 employees per day, and consists of open office spaces with call centers, administrative offices, training rooms, loading docks, print room, mailroom, health unit, cafeteria, sewage treatment plant, and total energy plant. Our deep energy retrofit addressed deferred maintenance, replaced decaying cooling tower and electrical infrastructure, and modernized end-of-life/failed equipment. The scope included major mechanical and HVAC equipment upgrades, lighting upgrades, and building control and occupant comfort improvements. Implementation of all our measures is generating over $2.1 million in annual energy savings.
Deep-Energy Retrofit
During implementation, we prioritized replacement of failed cooling towers, which allowed the client to eliminate a $30k/month expense for temporary towers. We also replaced fifty-year-old steam boilers and ancillary systems with modular, hot water condensing boilers. As part of our comprehensive air-side upgrades, we replaced AHU motors, installed VFDs, and replaced all 247 constant volume reheat boxes with new variable air volume boxes. We also replaced the existing proprietary BAS, which had limited control capability, with an open-source BAS platform. We upgraded controls hardware and software to improve efficiency and occupant comfort, address performance and connectivity issues, and automate previously manual HVAC operations. As part of thorough interior and facade lighting upgrades we replaced antiquated, energy intensive fixtures with LEDs and used advanced lighting controls to account for variable occupancy throughout the open office spaces. We expanded the core project to include asbestos abatement and address deferred maintenance items that had not been included in the original project scope (e.g., replacement of failed AHU dampers, actuators, and fan pulleys) at no cost to the client by obtaining $2.6MM in utility incentives. We also replaced the central rotary uninterruptible power supply (UPS), which provides emergency power to security and IT loads, with point-of-use UPSs in the data center and 44 server closets.
